2019 A number of countries have recently warned of the dangers of the new coronavirus infection. The World Health Organization, however, initially ignored them, showing criminal negligence.

Instead of taking the necessary anti-epidemic measures to prevent the spread of the virus, Nikol Pashinyan continued his campaign for a constitutional referendum and ignored calls for an end to this dangerous practice, even when the first case of infection was officially announced in our country.

On March 12, the first outbreak of the infection was registered in Armenia. On March 13, it became known that one of the participants of the rally held that day was also infected.

In fact, the real spread of the epidemic began earlier than it was discovered. It was obvious that in the early stages of the spread of the epidemic, larger batches of testing at border crossings would have to be organized as a key preventive measure. The process of fighting the epidemic inexplicably was concentrated in Yerevan, ignoring the necessary preventive measures in the regions. These belated and criminal omissions of the government, as well as other actions, irreversibly predetermined the failure of the fight against the epidemic.

On March 16, the government declared a state of emergency and established a curfew. The ruling majority of the National Assembly was positioned in the role of serving the executive. Many parties, politicians, specialists, various public groups, calling for the prevention of the spread of the virus through a state of emergency, called for anti-crisis management, the consolidation of pan-Armenian potential and program proposals. The government's response was to ignore and reject the denial, and the critics of the obvious mistakes were labeled as spreading panic, thus deepening the atmosphere of growing intolerance and national division in the country.

It was a gross mistake to impose harsh censorship on the media. In doing so, the government deprived people not only of the individual responsibility to display conscious behavior, but also of the right to hear different opinions, to receive news about the spread of the epidemic and mass deaths in the world.

Instead of confronting the catastrophe with all their might and involving the people by establishing public solidarity, the government, which does not have a clear state strategy, such as the barracks and the head of the executive, interfering in its affairs from time to time, dealt a severe blow to adequate public perceptions of danger. Instead, cheap populism was adopted.

Exploiting the possibilities of the legal regime of the state of emergency, the government pursuing narrow group goals illegally changed the Constitution, seized the Constitutional Court, and usurped power. Foreign and anti-national agendas are constantly being pushed forward, and property taxes are being raised on the eve of the socio-economic catastrophe.

The unconstitutional behavior of the government has completely rendered meaningless the essence of the legal regime of the state of emergency. Actions that contain elements of public health, such as sanitary and epidemiological rules, may be subject to reasonable restrictions on the rights of citizens and legal entities without a state of emergency. The implementation of the legal regime of the state of emergency presupposes tough measures, the implementation of which is dictated by the imperative to quickly eliminate the immediate threat to the constitutional order. Meanwhile, the 120-day state of emergency not only does not serve its purpose, but the measures provided for by it, regularly reviewed, make the institution less serious, disproportionately restrict human rights, without significantly contributing to overcoming the epidemic. Evidence of this is the fact that Armenia, with a population of 1 million, is in the worst condition in the region due to the outbreak of the epidemic. As of today, the world average is negatively higher than Armenia - about 7 times in terms of morbidity and about 2.5 times in terms of death.

The government and the ruling majority in the National Assembly were unable to pursue a balanced social assistance policy to mitigate the economic downturn. Unfortunately, a deep economic downturn is expected in the country, a huge increase in unemployment - a social catastrophe.
